Main Task

Concentrated Purchasing Agency is a public legal entity established by Council of Ministers Decision no. 81 dated 14.02.2018, which is organized and operates under the auspices of the Minister of Interior.

The Agency shall perform the following duties:

Where procurement procedures are in place to sign a framework agreement:

a) develops procurement procedures until the framework agreement is signed;

b) calculate the limit fund for the goods and services to be procured;

c) unifies the technical specifications for goods and services of the same kind, in accordance with the standards of
approved, in collaboration with field specialists, responsible institutions or specialists of
external, domestic or foreign, and draws up catalogs of standards approved by the Minister’s instruction;

d) examines the complaints of economic operators until the signing of the framework agreement;

e) if the contracting authorities have requests to carry out the procurement procedure after it has been done
publication of the procurement contract notice, the Agency verifies the reasons for the delay, announces the new procedure
of procurement on these requests and notifies the Public Procurement Agency;

f) monitors, at all times, the implementation of contracts by the contracting authorities and drafts for this purpose
a report on the correctness and quality of contract implementation, a copy of which is sent to the Agency.

Where the Agency carries out procurement procedures to conclude a contract, it shall have the following duties and responsibilities:

a) Develops concentrated procurement procedures for goods and services until the winner is announced;

b) Coordinate work with contracting authorities on data collection and processing for
the public procurement it will develop as the central purchasing body;

c) Unifies the technical specifications for goods and services of the same type, in accordance with the standards of
approved, in collaboration with field specialists of responsible institutions or specialists of
external, domestic or foreign, and draws up standard catalogs, approved by the Minister’s instruction;

d) Verify the compliance of the requests submitted by the contracting authorities with the law and standards
in power;

e) Calculate the limit fund for determining quantitative data on the goods and services that will
procured, prior to the publication of the tender, and notifies the contracting authorities;

f) Examines the complaints of economic operators until the announcement of the winner;

g) In case the contracting authorities have requests to conduct the procurement procedure, after it has been done
publication of the procurement contract notice, the Agency verifies the reasons for the delay, announces the new procedure
of procurement on these requests and notifies the Public Procurement Agency;

h) Monitor at all times the implementation of contracts by contracting authorities. At the conclusion of the monitoring
draw up a report on the correctness and quality of contract implementation, a copy of which is sent to the Agency
of Public Procurement.
